Government college teachers in Puducherry seek implementation of Career Advancement Scheme

The Joint Action Committee of Government Arts and Science College Teachers’ Welfare Association has urged the Puducherry government to sanction Career Advancement Scheme (CAS) benefits to the faculty of seven Government Arts and Science Colleges in the Union Territory (UT).

In a statement, K. Balamurugan, convenor of the committee, said the implementation of CAS had been delayed since 2022. The respective colleges had sent the list of eligible faculty members to the Directorate of Higher and Technical Education (DHTE). Though the DHTE assured that promotions would be granted without delay, it has not happened.

Mr. Balamurugan said the file relating to promotion of faculty with Academic Grade Pay of ₹8,000 had been returned by the government in August, 2025 for unknown reasons. This has now made promotions difficult for Assistant Professors who were recruited in 2018 as per guidelines of the University Grants Commission (UGC).

Presently, many Assistant Professors working in government colleges are eligible for higher grade pay and hence, their career advancement to associate professor has become imperative, he said.

The members of the committee will take out a rally from the Bharathidasan Government College for Women to the Raj Nivas on September 4 and submit a memorandum to the Lt. Governor in support of the demand. The government should ensure that CAS is sanctioned for all eligible faculty members immediately, Mr. Balamurugan added.
