Emphasises on natural resources, skilled labour, heritage, and progressive ease of doing business climate in Kerala’s export policy for 2025

The State Cabinet has promulgated the government’s export promotion policy for 2025. 

It emphasises exporting natural resources, skilled labour, heritage, and progressive ease of doing business climate in the State.

The government also encourages State entrepreneurs to develop new value-added products, avenues, and global partnerships. It aspires to make Kerala an essential player in the international export market.

The government wants export-oriented industrial units to reskill their workers and increase and fine-tune output to meet the fluctuating demands of the global market.

The policy aspires to synergise industry and higher education institutions with research facilities and academic institutions to enhance the State’s export potential.

The policy states that the State will modernise its investment policy based on social, environmental, and governance issues and promote responsible investment. 

It also seeks to establish an entrepreneurial ecosystem based on sustainable business practices. The government has also resolved connectivity, freight movement, and logistics issues plaguing the State’s industrial sector.

The government sees immense export potential for the State in spices, horticulture, agriculture, shrimp and other marine products, processed food, engineering goods, petrochemical products, organic and inorganic chemicals, textiles and garments, defence and aerospace, electronics and skilled manufacturing, ancillary engineering and technology, Ayurveda and pharmaceutical and health care. It also senses an export potential for GI-tagged products. 

The export policy also requires the government to provide cold storage units, warehousing facilities, testing laboratories, and State-of-the-art logistics for storing and quickly transporting goods and products. 

The government will subsidise export-oriented infrastructure and help entrepreneurs use the Central Government’s Trade-Infrastructure for Export scheme. 

The Cabinet also announced several incentives, including free onboard shipment facilities and the State subsidising 50% of transportation and handling charges for goods routed through Kerala’s ports.

The export policy will help entrepreneurs participate in and showcase their skills and products at international trade fairs and exhibitions. It will also subsidise export documentation, including quality testing costs for the State’s products. The policy also seeks to set aside funds for research in the export market, branding, and business promotional activities.  The government will collect market intelligence to help exporters.
