Delhi Transport Minister Pankaj Kumar Singh on Monday said his department has finalised the draft Electric Vehicle (EV) 2.0 Policy and that it would be tabled before the Cabinet soon. The policy aims to replace all CNG autorickshaws and light motor vehicles with EVs in a phased manner and ensure that 95% of the vehicles registered in the city by 2027 are electric, the Minister said.

“Our goals also include making a complete transition to e-buses and prioritising sustainable public transport,” he said.

The current policy, executed by the former Aam Aadmi Party government, will expire on March 31.

To encourage the adoption of EVs, the policy proposes purchasing incentives for electric two-wheelers, three-wheelers, light commercial vehicles, and trucks. It also includes incentives to encourage the shift from internal combustion engine vehicles to EVs.

“A dedicated fund will be created to finance incentives, which will be sourced through green levies, pollution cess, and aggregator licence fees,” Mr. Singh said.

The policy also mandates fleet electrification for commercial transport and strengthens regulatory measures to ensure compliance, the Minister said.

‘Focus on job creation’

“Skill development and job creation are our focus areas. We have a target of generating jobs in EV sales, servicing, financing, and battery management,” said Mr. Singh. He added that the government will start training programmes for EV mechanics and drivers.
