Aam Aadmi Party (AAP) chief Arvind Kejriwal on Monday (January 27, 2025) announced his party’s manifesto for the Delhi Assembly elections, titled ‘Kejriwal ki guarantee’ (Kejriwal’s guarantee), saying that the promises will be implemented over the next five years.

Employment, increasing the money given under Mahila Samman Yojana, free treatment for senior citizens in private and government hospitals and scholarship for Dalit students to study abroad were among the major promises in the manifesto.

“As per central government data, Delhi has the lowest unemployment. National level unemployment is 6% but in Delhi it is 2%.We wish that there is no one who is unemployed in Delhi. We are making plan to give jobs to every youth in Delhi,” Mr. Kejriwal said.

He also said that under the Mahila Samman Yojana, ₹2,100 per month will be deposited in every woman’s bank account.

He also said that senior citizens will receive free treatment in private and government hospitals under the Sanjeevani Yojana.

All wrong water bills will be waived off, Mr. Kejriwal further promised.

“Next three guarantees, we made in 2020 too. We had said that we will give 24-hour water supply. We had said that we will clean the Yamuna. We had said that we will make roads in Delhi of European standards. But we could not fulfil these three promises. There was the COVID-19 pandemic for two and a half years and then we were jailed in fake cases. In the next five years, we will fulfil these three promises. We have funds and full plans for this,” he said.

The Ambedkar Scholarship Yojana to help Dalit students getting admission in Universities abroad — their expenses will be met by the Delhi government — free bus rides for students and 50% concession in Delhi Metro, ₹18,000 per month for priests and granthis were also announced in the manifesto.

Mr. Kejriwal also said that the benefits of free water and electricity will be extended to the tenants.

“We will fix sewers on a war footing and change old sewer lines in one to one and a half years,” he added. 

He also said that the Issuing of ration cards will be re-started; and for auto drivers, they will be given ₹1 lakh for the marriage of their daughters, free coaching for children, and ₹10 lakh free life insurance and ₹5 lakh health insurance. Resident welfare associations (RWA) will be given funds to hire private security guards, the manifesto said.

Mr. Kejriwal took a swipe at the Bharatiya Janata Party (BJP), accusing the party of copying AAP’s promise-based governance. “We coined the term ‘guarantee’ first in the country. After us, the BJP stole it, but the difference is, we fulfil our guarantees, and they do not,” he said.
