Speaker Gupta proposes independent secretariat, financial autonomy for Assembly

The Rules Committee of the Delhi Assembly, chaired by Speaker Vijender Gupta, on Monday proposed granting a separate Secretariat and financial autonomy to the House, said an official.

The recommendations are likely to be tabled in the Assembly during the upcoming Monsoon Session in July.

“Since its formation in 1993, the Delhi Assembly has operated without a dedicated secretarial cadre or financial independence, which has hampered its efficiency,” the official added.

“Unlike Parliament and State Assemblies, where the Speaker has the authority over appointments and administrative matters, the Delhi Assembly relies on officers deputed from various government departments. This dependency has led to operational inefficiencies and curtailed the Assembly’s autonomy,” the official also said.

The Rules Committee includes Deputy Speaker Mohan Singh Bisht and MLAs Ashok Goel, Shikha Roy, Sandeep Sehrawat, and Jarnail Singh.
