The Kerala Energy Conservation and Sustainable Building Code Rules, 2025, which have been notified by the State government, outline the procedures to be followed during the design, construction, and completion phases of buildings in the State.
The rules outline the provisions for commercial building construction to ensure energy conservation and environmental sustainability under the Energy Conservation and Sustainable Building Code (ECSBC) published by Bureau of Energy Efficiency (BEE).
As per the government notification, the ECSBC provisions are applicable to commercial buildings with a connected load of 100 kilowatts (kW) or more, or a contract demand of 120 kilovolt-amperes (kVA) or more. Commercial buildings may include lodges, special residential complexes, educational institutions, medical facilities/hospitals, convention centres, offices, retail/commercial buildings and multiplexes.
The code also contains standards and guidelines for sustainable sites and planning, building envelope, comfort system and controls, lighting and controls, electrical and renewable energy systems, water management and controls, waste management and indoor environment quality.
The provisions in the ECSBC are designed to ensure energy efficiency, energy conservation, use of renewable energy sources, and environmental friendliness in buildings, the Energy Management Centre – Kerala, which is the State Designated Agency (SDA) for matters related to energy efficiency said.
Further, the newly notified rules also expands the powers of the Kerala State Energy Conservation and Sustainable Building Code Implementation Committee headed by the Chief Secretary.
