The Chennai Metropolitan Development Authority (CMDA) is planning infrastructure development along the 62-km Outer Ring Road (ORR) to support an anticipated 80% population increase in the corridor. The Detailed Development Plan (DDP) is being finalised for a ‘dynamic economic corridor’ with “integrated development across multiple sectors”.

Land Use Plan

A detailed land use plan covering one kilometre on either side of the ORR has been developed and is under review. It outlines sector-wise development to optimise land use. e-auctioning of plots is scheduled for early next month, CMDA stated.

The plan includes provisions for Global Capability Centres, Information Technology (IT) and Information Technology-Enabled Services (ITES) companies, Multimodal Logistics Parks, Micro, Small, and Medium Enterprises (MSMEs), research and development clusters, warehousing, and flatted factories. Minjur was identified for industrial and logistics and port-based development, supporting economic activities along the corridor. Red Hills is expected to be a ‘Green Zone’ with urban forests, green belts, waterfront development and ‘green industries’, according to CMDA.

Poonamallee is proposed to be a business district, focusing on business and commercial activities.

Lastly, Vandalur is expected to serve as a ‘Mixed Use Zone’, a cosmopolitan hub which could house IT, ITES, MSMEs etc., along with residential and commercial buildings, the CMDA said.

Land pooling

Apart from this, 10 strategic land pooling pockets have been identified to facilitate planned urban expansion, according to CMDA’s recent post on X platform. Land pooling consolidates land from multiple owners for large-scale development, with reallocation after infrastructure is established. The DDP for this project is under review, CMDA mentioned in the tweet.
