Sabarimala airport: committee recommends measures for rehabilitation of displaced

The expert committee reviewing the Social Impact Assessment (SIA) report for the proposed Sabarimala greenfield international airport in Erumely has submitted its findings to the State government, recommending stringent measures for rehabilitating those affected by the project.

Chaired by Prathapan, former Additional Director at the Social Justice department, the committee highlighted that the financial and social benefits of the airport outweigh its adverse impact. It also proposes a special compensation package for workers employed at Cheruvally Estate, which is set to be acquired for the project. The workers previously excluded due to labour disputes should also be considered for compensation.

The report further suggests that landowners and residents not initially included in the SIA study should be taken into account during the acquisition process. The committee also acknowledged requests from some residents at Karithodu, Manimala, outside the estate, to be excluded from the project area.

At present, the estate management covers medical expenses of up to ₹6,000 per month for certain workers. The committee has recommended incorporating this benefit into the overall rehabilitation package, ensuring continued support for displaced workers.

In response to concerns from the management of Noyal Memorial LP School at Karithodu, the committee advised identifying and acquiring land for its relocation. It also emphasised the need to protect shrines and religious institutions affected by the project and recommended prioritising job opportunities for displaced residents during both the construction and operational phases of the project.

As per the SIA report, the project will directly impact the livelihood of 327 families and require the relocation of 326 families. Additionally, the acquisition process will affect seven places of worship, two schools, a hospital, a canteen, a ration store, and a labour office.

The committee has also urged special attention for elderly residents, as a significant portion of those affected are over the age of 60.

With the completion of SIA proceedings, a fresh notification for land acquisition will soon be issued under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation, and Resettlement Act, 2013.
